Empowering Leadership Through Strategic HR: YCA’s EDSMAT-3 Program for WAPDA Officials

From April 21 to May 1, 2025, the Yunus Center at the Asian Institute of Technology (AIT), Thailand, led a transformative professional development program titled "Energy Development Services Management and Technology (EDSMAT-3): Administration and Human Resource Management." Designed specifically for officials from Pakistan's Water and Power Development Authority (WAPDA), the program offered deep insights into global best practices in HR and administration across public and corporate sectors.

 

At its core, the program recognized a simple but powerful truth: people are the engine of every successful project. With effective HR strategies and leadership tools, organizations can build high-performing teams that are aligned with their mission, agile in execution, and equipped to navigate complex challenges.

Highlights from the Program:

Coaching for High Performance Teams

Delivered by Dr. Weerapong Sattaphon, this session focused on leadership approaches to nurturing high-performing, collaborative teams. Emphasizing coaching as a catalyst for productivity, the module guided participants on fostering accountability, trust, and shared purpose in dynamic environments.

EGAT's Performance Management System

An in-depth look into the Electricity Generating Authority of Thailand (EGAT)’s approach to performance was presented by Ms. Watinee Noosawat, Ms. Boosarin Suchatlumpong, and Ms. Nawamol Lorsupanporn. Their insights offered participants a framework for aligning individual goals with organizational strategy, using measurable outcomes and continuous feedback.

Participants also had the opportunity to visit the EGAT Learning Center, where they observed real-time applications of performance and learning systems in a large-scale public utility.

Communication Strategies for Successful Project HR Management

Led by Dr. Sujata Bhatia, this interactive module challenged traditional notions of communication, positioning it as a strategic asset rather than a “soft skill.” Using the FIDA Model (Focus, Improve, Dream, Appreciation) and practical tools such as SOAR Analysis, Tipping Point Theory, and Six Thinking Hats, participants explored how communication clarity can drive coordination, morale, and execution. Role-play simulations grounded the learning in real-world project settings.

Effective HR Strategy Development and Deployment

In a session led by Mr. Dilok Tuekla, WAPDA officials were introduced to frameworks for linking HR strategies with broader organizational objectives. By sharing successful models and case studies, the session emphasized how intentional HR practices can create measurable impact on performance, culture, and institutional resilience.

This 10-day immersive program underscored the evolving role of HR in shaping organizational success. It encouraged participants to view HR not just as a support function, but as a strategic driver of innovation, sustainability, and competitiveness.

Through this exchange of ideas and exposure to international best practices, WAPDA officials are now better equipped to lead their teams with confidence, develop cohesive HR systems, and contribute meaningfully to Pakistan’s growing energy and water sectors.
